Yup, I had that happen to me too! It was awful! I thought it was broken beyond repair… one pin was bent; I was lucky, the chip still worked after I straighten it out. In the end, though, the fan stopped working while I was out, and it overheated. Now I only buy boards that have alarms built into them!

Foxconn supplies most of their boars with “PC Health Systems” that more or less monitor the health of your PC by checking the PC Chip’s temp. voltage and usage rates. If, for example, the chip starts to overheat because the fan died, then it sends out an alarm. If the fan is working, yet the chip starts to overheat, then it sends more voltage to the fan to make it run faster.
ASUS also has it on their main board, but you have to look for it–not all of their boards come with this feature! Buyer Be where!

Yes! Mine sounds like a high pitched tone. Sort of like when you rub your finger along the rim of a whine-glass: same kind of tone.
